临时使用
pip install -i https://mirrors.ustc.edu.cn/pypi/web/simple package
设为默认
升级 pip 到最新的版本 (>=10.0.0) 后进行配置：
# 使用本镜像站来升级 pip
pip install -i https://mirrors.ustc.edu.cn/pypi/web/simple pip -U
pip config set global.index-url https://mirrors.ustc.edu.cn/pypi/web/simple
同步方式
使用 bandersnatch，从 pypi.python.org 官方同步。
